The General Directorate of Passports implemented the decision, effective since Tuesday, signaling a positive shift in the country’s labor and investment environment. The move is considered one of the “successive improvements” made by Saudi authorities. Expatriates seeking an exit/re-entry visa must fulfill specific requirements, such as clearing traffic fines, having a valid passport, and being present in the kingdom during visa issuance.

This decision follows recent initiatives by Saudi authorities to enhance facilities for expatriates, including electronic visa extensions. In 2020, significant labor reforms were introduced, promoting job mobility and regulating exit/re-entry visas without employer approval.
